We all have budgets, no matter our income level. When planning a construction project, before you start to consider a design, financing options, select materials, or speak with contractors, a budget needs to be established.
In years past, the only realistic option to establish a budget would be to contact a contractor (or several), invite them to your home, discuss your project and hopefully they have the experience and vision to give you a realistic number. The problem with this approach has always been you really don’t know the person you’re talking to, if they’ve done projects similar to yours, the quality they are proposing is consistent with your wants, or if they are truly experienced in home remodeling and can anticipate different problems and account for those in their guesstimate.
Now, this still is a good way to start, but with the internet, there are loads of resources to help in establishing a budget prior to having a contractor come to your home. One I like is provided by HGTV.com. It uses a regional approach and breaks each project down by the type of project, quality you’re looking for, even allows you to give approximate size of your project and different configurations. You can access their calculator at www.costestimator.com/hgtvbath/categories.jsp.
Pricing can vary greatly depending on the region you live in, and the complexity of your project, so there is no substitution to having a qualified contractor professionally evaluate your project, but before you contact and invite several strangers into your home, it makes sense to know if your project is $7,000 or $70,000, based on some simple facts.

If that was not enough, just mention the ULTIMATE FREE UPGRADE and your new cabinets will be constructed with 3/4″ thick plywood end panels, or upgraded plywood shelves.

I wrote earlier about the necessity of permits for your construction project. In the current publication “California Licensed Contractor”, written for the construction industry and distributed by Contractors State License Board an article appeared stressing the importance of obtaining permits. The following is a re-print of that article:
As stated in the California Mechanical Code, a building permit is required for warm-air heating, ventilating, and air-conditioning (HVAC) installation and modifications including, but not limited to, the following:
- New HVAC installation
- HVAC change-out/remodeling/replacement including the air-handler, coil, furnace, or condenser
- Relocation of an existing HVAC unit
- Removal of an HVAC unit or system
- Adding ducting
Building permits are necessary to ensure construction is performed according to state and local code, and safety standards. Failure to obtain a permit is a violation of California law and exposes the homeowner to additional cost and liability.
If a contractor fails to get a permit or performs contracting work on a project requiring a permit, they are in violation of the law and will be disciplined by the Contractors State License Board (CSLB), based upon Section 7110 and 7090 of the California Business and Professions Code. Disciplinary action includes the assessment of civil penalties of up to $5,000 per citation and/or the suspension or revocation of their license.
At its quarterly meeting on June 11, 2009, the CSLB Board voted unanimously to place a high priority on enforcing building permit requirements. As a result, CSLB issued an industry bulletin on November 30, 2009, alerting the industry that it would accelerate building permit enforcement efforts in January 2010.
In addition, CSLB is part of the Performance Alliance, which is committed to reducing energy used by heating, ventilation, and air-conditioning systems. The alliance is also responsible for assuring compliance with the new amendments to Title 24, effective January 1, 2010, that require enhanced duct sealing, and refrigeration and airflow rates.
Please be advised that CSLB is rigorously implementing an enforcement plan to help ensure that licensed contractors are complying with the new Title 24 requirements.
